In a saucepan, melt the butter with garlic and garlic powder. Cook just until the garlic becomes fragrant.
Pour in milk and whisk together with the garlic. Bring to a low simmer and add in the cream cheese and parmesan cheese. Stir well until no lumps remain and the mixture begins to bubble again.
Add chopped parsley (optional) and the salt. Stir until combined and then serve over warm pasta.
